11/11/09 - Scottish Water Negotiating Forum

The first meeting of the new SW Negotiating Forum was held on 11th November 2009 in Castle House. This forum has been set up to replace Scottish Water Council however its remit is more limited, dealing predominantly with collective bargaining items such as pay, working hours and holidays.

After taking care of housekeeping issue (future dates, agreeing chair and joint secretaries etc) the meeting was mostly taken up with a presentation on the WICs Draft Determination and SW's expectations for the Final Determination. It is clear that the next 5 years are going to be every bit as tough as the last 4 with significant cuts to the Capital and Operating budgets anticipated.

It is Unison's expectation that a large element of cost reduction will be realised by displacing agency workers, consultants and contractors, however SW do not rule out staff reductions in key areas. This is obviously something that we will need to be closely involved in via working groups and change management processes. We will also need to have a strong influence on any new Voluntary Severance package and Employee Support Programme that SW will operate to assist with staff reductions. We will keep you posted on developments.
